Beverly Hills?? C'mon, everybody depends on (responsible) others doing their jobs, good times or bad. It's the hardened parasites that are the problem. And entertainment is valuable for stability during a social crisis, a BD ancestor made a respectable living as a musician during the 1930's depression. Bob Hope, Betty Grable et. al. entertainers' USO tours of war areas during WW2/Korea/Nam for example.

FWIW, consider Fargo, ND, city heavily trashed by Red River flooding in 2009 and 28,000 evacuated. No significant looting or roving gangs, folks all pulled together Japan-style, and place is all cleaned up back to normal now. Folks didn't sit around on their helpless dead asses waiting for FEMA trailers and $2000 debit cards, so you didn't hear much about it. Fargo is 1% black, 94% white, few IQ-75 LOOZerz...

Population and Topography
This is really a matter of population, topography, transit, and the type of disaster.

Fargo has a metro population of 200,000, and a significant number of those are spread around the city center in sparsely populated areas. There are no less than six different highways out of the area. The river is rising, they are not being hit by a storm. There's no chance that they can evacuate to the wrong area - they just have to get away from the river. I'm not degrading their self-sufficiency in the slightest - they've placed millions of sandbags, but that's also a clue. They've had at least a week to prepare - that's 168 hours - and it was declared a disaster area and given access to FEMA's resources before it crested.

New Orleans has metro population of over 1,000,000, packed pretty densely in a small area, with 2 major escape routes, and all of them are over water. Unlike a river rising, you can evacuate into danger during a hurricane. Unlike the present situation in Fargo, FEMA was completely AWOL for Katrina. There was a 72 hour window between the time it was predicted to hit near New Orleans and the actual landfall at 6 am. The area has real problems with corruption, no doubt about that, and real problems with poverty. But those issues merely exacerbated a natural disaster that was far more unpredictable and unmanageable. Comparing a Category 3 to 5 hurricane in the bayou to a river flood in the Dakotas is like comparing apples to asteroids.

What most people don't realize is that over 85% of the population of New Orleans evacuated with less than 48 hours notice. On the Sat morning before Katrina hit on Monday, the Hurricane was predicted to strike the Mississippi Coast, not New Orleans. Even with less than 48 hours, this was the most successful evacuation of any major American city in history. The Hurricane actually did not even strike New Orleans and was only a Cat 3 when it came ashore. It was not the Hurricane that devestated New Orleans, it was the failure of the "Federal Levees". The fact that an American city was abandoned by our government for 5 days is a national embarrassment. The response by all levels of government from the local to the federal was inexcusable.

Big Don is hatefully scapegoating those with no resources to start with. As always, we treasure the role he predictably and purely unselfconsciously plays.

If Atlanta, or Los Angeles, or New York was hit with a disaster the size of Katrina, you'd see much the same post catastrophe mess there that you saw and see in New Orleans. New Orleans was a disaster before Katrina, with huge numbers of renters in low income, dilapidated housing.

How can you rebuild when you don't own?

The amount of desperation post Katrina was proportional to the situation.

Those with resources and proper insurance rebuilt with a passion, and have joined in helping those with few or no resources.

People with resources rebuilt both home and business, with energy, sweat, perseverance, and a combination of insurance and personal assets.

One wonders about the politics, history, law, social custom and economics of a city that relegated its 10-15% minority service workers and entertainers to a flood basin where nobody with resources would every knowingly think to live....,

The issue here is not the causes and nature of the disaster, but rather, how different groups react to the crisis.

This imho proves that experiences and evolution shapes intelligence more than words and so-called power, to compare Japanese (2670 years old) reaction to an American (235 years old) reaction, when we are probably as one Monk and Ishmael Reed stated are nothing but adolescents (add other factors like violent history), different native groups here have shown its mentally, even with the election of Obama. Why you are a pundit for supremacy and not wisdom, we are going to see how wisdom helps us very soon. Oh btw a black conservative is raising the same question, hmmmm

Fargo is a nice example but we did the same thing here after Rita.
Within the week after it hit, we had streets clean and ready for FEMA to come in to do their job.

People at both ends of society have become dependant on others to take care of them.
An L.A. earthquake would be similar to what is happening in Sendai.
Earthquakes occur without warning and islands leave no where to evacuate to.
Cali. residents could not just walk away from the cities into the desert or ocean.

Since you wish to make this about 'race' - just Google "Crystal Beach, Texas" to see all the white people who still live in FEMA trailers and/or who have blue roofs.

Despite all the billions spent trying to equalize outcomes in America for NAMs, to provide for all the wonderful living standards Western culture has developed, there is a (likely genetic) inability to significantly capitalize as a group on the opportunities provided. Prime example: Nobody is holding guns to heads demanding, "Breed OOW..."

So don't blame whitey for the results...
